Micah Mason hit five 3-pointers in scoring a game-high 23 for Duquesne. Eric James and TySean Powell added 13 and 11 points respectively for the Dukes, who dropped their fifth in a row.
Duquesne, which finished with four more field goals than URI, was outscored 21-10 at the foul line.
"It came down to the foul line," said Duquesne head coach Jim Ferry. "We just left too many points at the line."
The Dukes limited the Rams to two field goals over the last 9:30, but couldn't capitalize, going 5-of-10 from the stripe in the second half and 10-of-20 for the game.
"They came out and it seemed like they were making every shot," said Ferry. "But we came back and really guarded well in the second half. We held them to 44 percent and 28 from three and were able to gain the lead. We outrebounded them. The things that involved effort, we did today. We've just got to keep plugging"
Rhody, which finished 21-of-29 from the line, scored 13 of its final 17 points from the stripe.
DU hit five of its first seven shots to cut a seven-point halftime deficit to three, before Mason hit back-to-back 3-pointers to give the Dukes their only lead at 51-50 with 13:36 to go.
The game remained tight, with Rhody holding a 70-66 advantage with 1:36 left.
Martin hit a pair of free throws to make it a six-point game and Jarvis Garrett, who finished with 17, followed a DU turnover with two more free throws to make it 74-66 with just over one minute left.
The Dukes cut it to four twice, the final time on a Mar'Qywell Jackson 3-pointer with 11 seconds left.
Rhode Island's Nicola Akele missed two free throws before James was fouled with :02 left.
James made the first and missed the second intentionally, however URI's Kuran Iverson was able to corral the miss and run out the clock.
Rhode Island, which hit four of its first six 3-point attempts, took a 26-15 lead on a Martin jumper with 8:18 left, before Mason cut it to four on one of this three first half 3-pointers.
Terrell buried a 3-pointer with :03 left to give the Rams a 42-35 halftime lead.
Rhody shot 61.5 percent, while Mason had 13 for Duquesne in the opening 20 minutes.
The Rams finished at 54.5 percent overall, to 50.9 percent for the Dukes.
"This Atlantic 10, its wacky, its wild ... everybody can beat everybody and we're one of those teams that can beat everybody," said Ferry. "We've just got to put it all together and we're coming up a little bit short right now."
Duquesne is at St. Bonaventure (18-7, 10-4) on Wednesday, Feb. 24 at 7:00 p.m.
